Traffic on the hard shoulder?

We were travelling n the Highway from Limassol to LarnacaAirport very early on Monday morning, A major accident at the Pygros junction had miles and miles of traffic stopped, including us, all the traffic was stopped not only on the  two main lanes but also on the hard shoulder. An ambulance came up behind and had to weave amongst the traffic, lorries vans and cars travelling at about one mile an hour. Is it normal in Cyprus for the traffic to use the hard shoulder. Should this not be for breakdowns and emergency vehicles ?
