Honesty doesn’t pay

I read with interest your article re the UK government stopping the winter fuel allowance to expats living permanently in Cyprus.  According to the British government there are 8,000 expats living in Cyprus who will lose this payment.  I wonder how this will affect all the thousands of expats who live permanently in Cyprus but have not registered with the Cypriot authorities as permanent residents and are using a UK address to claim this allowance. Is it a case of once again if you follow the rules and are honest it doesn’t pay.
