Delegation of CoE to visit to monitor local authorities issues

A delegation of the Congress of Local and Regional Authorities of the Council of Europe (CoE), will conduct a monitoring visit to Cyprus from Tuesday to Thursday.

The rapporteurs Bernd Vöhringer and Randi Mondorf will assess the implementation of the European Charter of Local Self-Government in the country.

Cyprus signed the Charter I August 1986 and ratified it in May 1988. The Charter commits member states to guarantee the political, administrative and financial autonomy of local authorities.

Local authorities must be elected with general elections and are the earliest legal instrument to establish the principle of subsidiarity.

The Council of Europe proceeded to the preparation of the Additional Protocol to the European Charter of Local Self-Government on the right to participate in the affairs of a local authority, which was ratified in Law of the Republic in 2012.

The Protocol invited Parties to take concrete steps to ensure that every citizen has the right and opportunity of effective participation in the affairs of local authorities.
