Proposals made for horizontal voting

Four proposals for horizontal voting have been submitted to the House interior committee for discussion, the head of the committee, Eleni Mavrou said on Monday.

Ruling Disy filed a proposal for horizontal voting in local government elections, the Citizens’ Alliance for parliamentary elections, and the Greens, one on parliamentary and one on euro-elections.

Horizontal, or cross-voting, permits a voter to select names from more than one party list.

Mavrou said that the committee will discuss at a later stage the principle of horizontal voting and, depending on the positions voiced and if the majority agrees, there will be a more detailed discussion of each proposal with the aim of tabling them to the House plenum to vote.

The Akel MP said however that the quality of political life of a country is not determined by electoral systems but by the culture of its society. Perhaps, she said, it is there parties ought to aim at.

She added that the aim of her committee is to complete discussions on all proposals concerning elections by the end of this session, which is mid-July, to avoid discussing legislation changes one or two months prior to elections, as in the past.

The Greens expressed discontent that neither Disy, Diko, or Akel, are in favour of horizontal voting in the upcoming euro-elections.

The party said that they will remember this date and use it as an answer “to those who will be talking about increase abstention rates after the euro-elections while shedding crocodile tears”.
