Cyprus invites public input to shape next generation of research funding

The Research and Innovation Foundation (RIF) on Monday launched a public consultation on Cyprus’ proposed research and innovation funding portfolio for 2028 to 2034, with stakeholders invited to submit their views by November 2.

The consultation is intended to help shape the country’s next generation of investment in research, innovation and technological development.

RIF is inviting the research community, businesses, organisations and citizens to submit views and suggestions through its online consultation tool before the consultation closes on November 2, 2026.

The proposed portfolio is intended to create a coherent support framework through which talent, knowledge, technologies and innovative ideas can be developed and translated into measurable economic and social benefits.

It covers the full research and innovation value chain, ranging from talent development and research excellence to research infrastructure, knowledge transfer and the commercial exploitation of research.

The framework also includes support for innovative entrepreneurship, strengthening innovation within businesses, mobilising private investment and improving Cyprus’ international competitiveness.

RIF said the consultation is focused on the overall structure and intervention logic of the proposed portfolio rather than the detailed design of individual funding programmes.

The individual programmes that emerge from the further development of the portfolio will be subject to separate public consultations at a later stage.

RIF is encouraging participants to consider the proposed framework as a whole rather than concentrating only on individual actions or programmes.

The feedback received will be used to help shape a funding portfolio that addresses the needs of the wider research, technological development and innovation ecosystem.

It is also intended to ensure that the framework supports the different stakeholders involved in developing Cyprus’ research and innovation capacity.

The consultation findings will subsequently be used to refine the proposed framework and develop the individual funding interventions in greater detail.

They will also help determine the financial resources required to implement the portfolio throughout the 2028 to 2034 programming period.

RIF said the success of the new programming period would depend on the participation and contribution of stakeholders across the ecosystem.

The foundation is seeking input from researchers, businesses, organisations and citizens as it works towards an ambitious framework aimed at helping Cyprus develop into a knowledge, innovation and high-value-added economy.

The consultation is therefore intended to influence the priorities that will guide public support for research, technological development and innovation in Cyprus for much of the next decade.

RIF has invited stakeholders to take part in the process and submit their views before the November 2 deadline.
