I am writing to you today to complain about the practices of mukhtari regarding the fees charged for official stamps. I am concerned about the lack of transparency and consistency surrounding these charges, and I believe this issue warrants public attention.
My specific concern is of one specific mukhtar in Nicosia charges a fee of €10 per stamp to both foreigners and young Cypriots, often without providing any official receipt. This practice raises several questions:
Legitimacy of the fee: Neither the municipality nor the eparchos (if applicable) appear to have clear information regarding the legal basis for this €10 fee. It is unclear whether this charge is officially sanctioned or if it is being collected without proper authorisation.
Lack of receipts: The absence of official receipts makes it difficult to track these transactions and raises concerns about accountability and potential misuse of funds.
Inconsistency of application: I have heard reports that in other regions or cities, this fee for the same stamp is not charged. This inconsistency creates an unequal system and suggests that the practice may not be standardised or regulated.
