Moscow and Washington are analysing the outcome of U.S-Russian talks in Saudi Arabia, the Kremlin said on Tuesday, but it gave no details of discussions which both sides said would focus on a potential naval ceasefire between Russia and Ukraine.
Russian and U.S. delegations met in Riyadh on Monday and Ukraine’s national broadcaster Suspilne cited a source as saying Ukrainian and U.S. officials would meet in the Saudi capital on Tuesday.
Washington portrayed Monday’s talks as a step in President Donald Trump’s effort to end the war. Ukraine and its European allies worry that Trump could seal a deal with Putin that gives in to Russian demands and undermines their security.
Kremlin spokesman Dmitry Peskov said the Russian and U.S. delegations, who had been looking into the feasibility of some kind of a deal on the safety of ships in the Black Sea and other issues, had reported back to their capitals.
“You see, we are talking about technical negotiations that go deep into details. Therefore, of course, the content of these negotiations will definitely not be published. This should not be expected,” Peskov told reporters.
“Secondly, I repeat once again, the reports back to the capitals are now being analysed. Only then will it be possible to talk about some understandings.”
He said there was no talk of a three-way meeting involving Russia, the United States and Ukraine.
There were also no immediate plans for a further conversation between Russian President Vladimir Putin and U.S. President Donald Trump, but such a conversation can be promptly organised if needed, Peskov said.
When Trump and Putin spoke last week, the Russian leader declined a proposal by the U.S. president for a full 30-day ceasefire in Ukraine, but agreed to a moratorium on attacking Ukrainian energy infrastructure. Ukraine says it is ready to join a limited energy ceasefire if it is properly documented.
OVERNIGHT ATTACK
Fighting has continued while the talks take place in Saudi Arabia, three years after Russia sent its army into Ukraine.
Ukraine’s air force said Russia had launched 139 drones and an Iskander-M ballistic missile during an overnight attack that wounded two people in the central Poltava region and damaged storage facilities in the Kyiv region.
Ukrainian Foreign Minister Andrii Sybiha said on Monday Russia should end what he called its war on civilians instead of making “hollow statements about peace.”
Russia accused the Ukrainian military of deliberately targeting two Russian journalists who were killed along with their driver and three other people in an artillery strike in eastern Ukraine. Kyiv has yet to comment on the incident.
The discussion on a naval truce is part of a push by the U.S. to agree a wider 30-day ceasefire and pave the way for talks on a full peace agreement.
Putin has demanded that Ukraine, in any peace deal, abandon hopes of joining NATO and withdraw entirely from four regions claimed by Moscow. Ukraine has ruled out territorial concessions.
Ukrainian officials met U.S. officials in Saudi Arabia on Sunday but were not present at Monday’s talks. A White House source said progress was being made in the Riyadh talks and a “positive announcement” was expected “in the near future.”
Trump, who ran for president last year on promise to solve the conflict quickly, on Monday listed other issues he said were on the table.
“We’re talking about territory right now. We’re talking about lines of demarcation, talking about power, power plant ownership,” he said.
The White House says the initial aim of the Saudi talks is to secure a maritime truce in the Black Sea, allowing the free flow of shipping.
Maritime battles have been a comparatively limited facet of the war since 2023, after Ukrainian attacks drove Moscow to move its navy far from contested waters, making it possible for Ukraine to reopen ports and resume exports.
