Customs officers seized over 34,000 cigarettes at Paphos airport on Saturday, after checking the luggage of a three-member Turkish Cypriot family departing for the UK.
The passengers, holding Republic of Cyprus passports, were arrested and released after paying €8,100 each as an out-of-court settlement.
The officers found 174 cartons of 200 cigarettes each, believed to be duty-free.
The tobacco was confiscated to be destroyed.
