Building permit activity in Cyprus remained strong in November 2025, according to data released on Friday by the statistical service (Cystat).
A total of 850 permits were authorised in November 2025, with a value of €382.9 million and a total area of 333,400 square metres. These permits provide for the construction of 1,631 dwelling units.
In the first eleven months of 2025, building permits reached 7,340, compared with 6,442 in the January to November 2024 period, marking an increase of 13.9 per cent.
Over the same period, the value of licensed projects rose by 31.8 per cent, total area by 35.3 per cent, and the number of dwelling units by 36.1 per cent.
Residential building permits totalled 5,472 in January to November 2025, up from 4,416 in the corresponding period of 2024.
By contrast, non-residential building permits fell to 768 from 1,015 a year earlier.
Civil engineering projects increased to 445 permits in the first eleven months of 2025 from 370 in the same period of 2024, while plot divisions rose to 543 from 473.
Road construction permits, however, declined to 112 from 168.
In area terms, residential developments covered 2.45m square metres in January to November 2025, compared with 1.77m square metres in January to November 2024.
Non-residential buildings reached 481,867 square metres, up from 396,486 square metres, while civil engineering works expanded to 15,268 square metres from 7,996 square metres.
Total authorised area rose to 2.95m square metres from 2.18 million square metres a year earlier.
By value, residential projects amounted to €2.82 billion in the January to November 2025 period, compared with €2.10 billion in the same period of 2024.
Non-residential projects increased to €567.8m from €433.6m, while civil engineering works edged up to €15m from €145.5m.
At the same time, plot division works fell to €34.3m in the first eleven months of 2025 from €38.7m in the corresponding 2024 period, while road construction declined to €9.2m from €12.5m.
Apartment blocks accounted for the largest share of new housing, with 9,586 units authorised in January to November 2025, up from 6,654 units a year earlier.
Single houses rose to 3,507 units from 2,593, while buildings with two housing units increased to 1,069 from 753.
By contrast, residential-commercial apartment blocks dropped sharply to 239 units in the first eleven months of 2025 from 584 in the same period of 2024.
Total dwelling units rose to 14,401 from 10,584.
Cystat noted that since July 1, 2024, responsibility for issuing building permits has been transferred from municipalities and district administration offices to the newly established local government organisations, with applications processed through the Ippodamos system.
