The tender appeals authority has rejected all cancellation claims made by Aktor Group regarding the Paphos-Polis Chrysochous motorway project, the transport ministry announced on Thursday.

The decision, dated November 19, concerns the tender for the “Completion of the study and construction of the Paphos-Polis Chrysochous motorway, Section 1 – Phase (A).” Aktor had filed appeal number 19/2025 seeking to annul the tender.

The authority has dismissed all 11 points raised by the Aktor-Intrakat consortium. The appeal challenged the re-launch of the tender for the first section of the new motorway, running from Ayia Marinouda to Stroumbi. The rejection confirms the validity of the state’s decision to proceed.

Following the ruling, the temporary suspension of the tender process, imposed on August 22, has now been lifted. The public works department can now move forward with the submission of new bids, as it is the contracting authority.

The submission deadline, originally set for November 7, had already been moved to February 6, 2026 to avoid further delays while the appeal was under examination.

The Paphos-Polis Chrysochous motorway has been mired in controversy for decades over funding, delays and environmental concerns. Section 1 of the road up to Stroumbi in particular is expected to improve road safety. The government has indicated that the motorway will have four lanes, designed to support long-term traffic needs.

A contract signed in 2021 with Intrakat, later Aktor, was cancelled after the ministry described the company’s compensation and time-extension claims as “unjustified and excessive”. 

Rising construction costs and the restart of the process have pushed the estimated cost of the current phase to €90.2 million plus VAT.

With the appeal dismissed, the tender procedure can now continue without interruption.
