Etek approves proposal for urban planning overhaul

The interior ministry’s proposal for a radical revision of the urban planning and building permit process, specifically for low-risk developments such as residences and small apartment buildings, has garnered approval from the Cyprus Scientific and Technical Chamber (Etek).

Having previously suggested the adoption of an “automatic” urban planning and building permit issuance process, Etek on Friday expressed satisfaction with the ministry’s initiative in a statement.

This proposed revision, identified as one of several key points to the licensing and development control system, resulted from a comprehensive study conducted by Etek.

The study’s findings were presented during a broad consultation at the interior ministry, focusing on enhancing the licensing system and development controls.

The anticipated outcome is a substantial reduction in the time required to obtain necessary permits, coupled with strengthened on-site inspections through the introduction of new practices.

More specifically, Etek’s recommendation revolves around adopting an “automatic” urban planning and building permit issuance process, activated upon the expiration of binding short-term deadlines.

According to Etek’s statement, the proposal establishes an intelligent system to ensure regulatory compliance, leveraging technology for further simplification, standardisation, and necessary sampling controls.

The study also included plans for a renewed effort to simplify the methodology for calculating construction permit fees, enhancing the role of architects, and introducing third-party building inspectors to stress the importance of construction control on-site.

The interior ministry’s proposal encompasses an upgrade and expansion of the current e-system “Ipodamos,” making it valid to all applications and serving as a central hub for consultations.

Mandatory training for architects and personnel of licensing authorities, along with the simplification and universal application of circulars, orders, and regulations pertaining to the interpretation of urban planning provisions, are also part of the suggested improvements.

Etek also encouraged the creation of electronic tools and guidance manuals to support the overall endeavour, along with expedited dispute resolution procedures in cases of interpretation disagreements.

In conclusion, Etek’s statement reiterated the chamber’s commitment to closely monitor the implementation of the proposal and all other decisions made, offering “its cooperation to the state in shaping an effective licensing system that serves the citizens while ensuring compliance with urban planning and building legislation, and the protection of the built and natural environment without compromising safety.”
