Next Cypriot judge to ECHR to be selected on January 26

The Parliamentary Assembly of the Council of Europe (PACE) will on January 26 select the next Cypriot judge to the European Court of Human Rights (ECHR).

The three candidates for the post are Elena Efrem, Georgios Serghides and Costakis Paraskeva, with the top contender replacing current judge George Nicolaou, who has served since February 2008.

The candidates have been summoned to Strasbourg, where they will appear in front of the relevant bodies for an interview.

Myron Nicolatos, the President of the Supreme Court told CNA, the three candidates have been proposed by the President, while “it is now up to the relevant bodies of the Council of Europe to choose the best among the three”.

According to the draft agenda, the election of the Cypriot judge will take place during the second day of the winter session of PACE, to take place in Strasbourg between January 25 and 29, 2016.

For the national selection, an advisory committee to the President of Cyprus has been set up, chaired by the minister of foreign affairs. The committee also comprised the minister of justice, the president of the Supreme Court, the attorney-general, the ombudswoman, the president of the Cyprus Bar Association and two university professors.

All candidatures submitted were evaluated and interviews were conducted by the committee.

The names of the three candidates were submitted to Wojciech Sawicki, the Secretary General of the Parliamentary Assembly, in a letter sent late November by Theodora Constantinidou, the Ambassador of Cyprus to the Council of Europe.

The three candidates are Elena Efrem, President of the District Court of Nicosia, Georgios Serghides, President of the Family Court and Costakis Paraskeva, Lecturer at the University of Cyprus Faculty of Law and member of the European Committee for the Prevention of Torture of the Council of Europe (CPT).
The tenure of current judge Nicolaou has ended last September and was renewed until the completion of the selection procedure for the new judge. (CNA)
